License page shows License Status: None and Hardware ID :  COULD NOT RETRIEVE ADAPTER INFORMATION, COULD NOT CREATE KEY

The customer was trying to do something with his license code and saw the error in the attachment.

His Agent and Database Services were running as the correct users (Local System and Skybot respectively)  but his Skybot Scheduler Server service was also running as Skybot, when it should be running as Local System.

You need to have the Agent service and the Scheduler service running as the same user, or there will be a permissions problem reading a registry entry and that will cause the error in the attachment.
