A user on a new Server 2012 system using IE10 that navigates to the Dashboard will see the link to download the Adobe Flash player. However, when they follow the link there will not appear to be a download for them.
A user on a Windows 8/IE10 system will see the Dashboard 'just work' without needing a Flash player download.
Microsoft has decided to embed the Flash player for Windows 8/Server 2012. But Server 2012 is not configured by default to allow the Flash player to be installed. See http://social.technet.microsoft.com/Forums/en-US/winserver8gen/thread/ce65c38b-d28a-43ea-adfa-708b9a81a3be/
The solution to get the Flash player to work is to start the Server 2012 Server Manager. Click Local Server and then from the Manage menu at the top right select 'Add Roles and Features'. Click Next until you reach the Features section. Find the 'User Interfaces and Infrastructure' section and open it up to check 'Desktop Experience'. Install that and then reboot the server. When the server comes back up the user can check Microsoft Updates and the current Flash player should be installed as an update. OR they can download the update and install from here: http://www.microsoft.com/en-us/download/details.aspx?id=34814 The server will need another reboot after the update is applied. After that the Dashboard will appear in IE10 on Server 2012.
