Problem:

Apparently the user must have done the initial server install from the actual server console to the local hard drive (C:\DIW), therefore the CMDIALOG.VBX didn't get copied to the E:\DIW directory on the network. The server treated the install as a local install instead of a server setup. 
 

Solution:

Reinstalled DataImport from a workstation to the E:\DIW directory and CMDIALOG.VBX and all other setup files got copied correctly. Users will run the workstation install by running E:\DIW\SETUP.EXE
