There are too many CEPJOBD jobs into the subsystem T4NICELINK.

First of all, 

CEM: This job is the Command Execution Manager. It serves the remotes commands via NiceLink.
CEPJOBD: Each remote execution received by the CEM will generate a new CEPJOBD.
 
Then, the quantity of these jobs will be configured through the CEM menu, you can get there by entering your iSeries interactively and issuing these steps:
 
1) GO T4NICELINK/T4NICELINK
2) Select the option: 42. Change CEM Configuration
3) Configure the CEM taking into account this brief description:
 
Maximum number of prestarted jobs: You can change this value to set the maximum number of active CEP Jobs, which can receive a Command Execution Manager request.
Initial number of prestarted jobs: You can change this value to set the initial number of prestarted CEP Jobs, which can receive a Command Execution Manager request.
Minimum number of free jobs: You can change this value to set the minimum number of active CEP Jobs, which can receive a Command Execution Manager request. 
Job Description / Library: Specify the default job description that is going to be used in CEP jobs receiving Command Execution Manager requests. The new job description must exist.
Automatic server starting: Changing this value will cause the automatic start of the Command Execution Manager server to be added or removed in the T4NICELINK subsystem.
 
Specifically the values you'll need to change will be the Initial and the Maximum, setting them to a lower value based on your needing.
